Nigeria Merges Emergency Aid and Poverty Programs Under New Household-Centered System

Nigeria's Federal Executive Council (FEC) has approved the One Humanitarian One Poverty Response System (OHOPRS), a new national framework that folds humanitarian relief, social protection and poverty-reduction efforts into a single coordinated mechanism. The approval, granted Wednesday, elevates the initiative from a policy proposal into formal government architecture under President Bola Ahmed Tinubu's administration.

How the system is meant to work

The framework was presented to the council by the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro. Officials describe OHOPRS as a data-driven operating system built around households rather than isolated projects. In practice, this means a displaced or vulnerable family receiving emergency relief would also be connected, in the same process, to social protection payments, education support, skills training and livelihood assistance.

Dr. Abimbola Fasanu, Senior Technical Adviser on Information Systems and Data Analysis to the minister, said the reform is intended as a system-wide restructuring rather than another standalone program layered onto existing ones.

The problem the reform targets

According to the ministry, humanitarian and poverty-reduction programs have historically run separately in Nigeria, leading to duplicated services in some areas, coverage gaps in others, and difficulty moving families from short-term emergency aid to lasting economic recovery. Doro said the goal is to replace that fragmentation with a structured pathway: "OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence."

The minister added that the reform's success will be judged by measurable improvements in people's lives rather than by the number of programs launched.

Background and next steps

OHOPRS was first developed with technical input from international partners during a workshop at the United Nations House in Abuja in March 2026, and was publicly unveiled on August 26, 2026, by First Lady Senator Oluremi Tinubu alongside Doro at the State House Banquet Hall in Abuja. OHOPRS is positioned as a pillar of the Renewed Hope Agenda, Tinubu's broader poverty-reduction program.

With FEC approval secured, the ministry says it will now work with federal agencies, state and local authorities, development partners and humanitarian organizations to roll out the framework nationwide. Specific timelines, funding levels and implementation benchmarks have not yet been detailed publicly.
